Abstract

A summary of presentations, discussions, conclusions and recommendations from a recent workshop is provided as information to the technical community. The purpose of this paper is to enable the readers to adopt and implement the findings and recommendations. 1 Background The norwegian defence construction service (NDCS) is conducting a study on the effect of backfill and backpack materials on the behavior of partially buried structural concrete shelters. The study involves all the technical activities re- quired for the design, pre- and post-event evaluation, and testing of hardened systems. Questions have been raised during this activity concerning various recommendations and procedures for design and analysis. Thus, providing a unique opportunity to evaluate some of these concerns.
