It considers the problems that a designer faces during the creation period. It takes into account the difficulties of handling what can be a fast growing system which, is continually at the limit of management control. It examines the control problems, the tools and techniques which may be employed and the needs of those who have to live with the growing system, as well as those who help the system to grow.
