Abstract

This paper presents the theoretical relationship between the conditions before and after the modernization of the railway infrastructure and the resulting changes in the traffic flows within the network. The proposed cost-benefit analysis is adjusted to such a relation; it is based on information of the broadest scope in order to provide an evaluation of the improvements in the infrastructure and its justifiability. In other words, theo^etieal interpretation should make it possible to evaluate future traffic flows by justifying the investment of modernizing the infrastructure. 1 Introduction The construction of the traffic infrastructure influences, either directly or indirectly, the economic development of that area, by stimulating the use of economic resources and by connecting it more efficiently
