Abstract

One of the aims of the development process of large, complex civil engineering projects like port development, is maximising the difference between value and costs throughout the project's entire life-time. This optimisation is only possible if value and costs are quantified. Quantification of value and costs can easily be carried out in a relative way with respect to an initial value and initial costs derived from an early concept.
